Description
Summary:Provide overall project management direction on various heavy civil construction and infrastructure projects for the Federal Government and private industry clients. Types of projects include earthwork, grading for base material placement, concrete paving, asphalt paving, wet utilities such as water transmission lines, sanitary sewer pipeline, and storm drain improvement projects as well as demolition. Personal initiative and critical thinking skills will be essential to complete job duties with minimal guidance. The position is deadline driven, and requires the individual establish priorities and take ownership of projects, work efficiently, and provide a consistent level of high quality in a high-pressure environment. This position must demonstrate innovation, excellent communication skills, and a high level of customer service.
The salary range for this position is $86,543-$157,042/year, please note this is a tiered position.
Essential Duties and Responsibilities: (including but not limited to)
- Review and approve detailed project/component level plans. Manage scope, schedule, and budget on a wide range of projects from $1M - $20M, depending on level of experience.
- Manage and oversee heavy and civil engineering construction projects involving overall management of field operations, client interaction, deliverable review, and approvals.
- Develop and define acceptance criteria for all project phases/key deliverables. Close monitoring of critical milestones and deliverables.
- Ensure project stays aligned to the strategic goals and delivers the planned/stated benefits.
- Provide technical guidance, support, coordination, and oversight to project staff preparing written project documentation.
- Collaborate with other Ahtna personnel including field oversight team and Sr. Management.
- Identification analysis of all project risks and preparation for risk response plan.
- Manage all communications between internal stakeholders, clients and third parties.
- Align all the project components and groups to ensure project success. Identify and ensure resolution of all project level issues.
- Foster a high-performance team environment where diversity is valued, and people are treated with respect and dignity. Applying innovative and effective management techniques to maximize employee performance.
- Coordinate and assist with proposal preparation in accordance with the Request for Proposal, including subcontractor scopes of work for bids, cost estimates, and technical narrative for project management and construction approaches, and past qualifications.
- Perform project take-offs via electronic means and methods to ensure an accurate cost estimation for projects.
- Sourcing suppliers and sub-contractors, acting as a liaison maintaining communication between all companies to ensure correct and competitive pricing.
- Authoring and/or reviewing contract deliverables including, but not limited to, work plans, safety plans, quality control plans, and reports.
- Ability to travel to various sites to conduct due diligence and project planning
- Maintain 1-2 areas of technical expertise

Level Specific Responsibilities: (may include but not limited to)
Level - I
- Provide client assistance to Program Managers and Construction Superintendent
- Manage scope, schedule, and budget on small to medium-sized projects ($1M - $5M)
- Maintain 1 area of technical expertise
- Lead technical project execution and document preparation, peer review project documents
- Prepare project proposals for small to medium-sized projects
Level - II
- Provide client assistance to Program Managers and Construction Superintendent
- Manage scope, schedule, and budget on medium-sized projects ($5M - $10M)
- Maintain 2 areas of technical expertise
- Lead technical project execution and document preparation, peer review project documents
- Prepare medium-sized task order and project proposals
Level - Senior
- Collaborate with Program Managers and Sr. Management
- Conduct business development tasks to grow business with existing and new clients
- Manage scope, schedule, and budget on large-sized projects ($10M - $20M+)
- Maintain 2-3 areas of technical expertise
- Lead project and program execution including technical and overall reviews
- Lead proposal execution including preparation and review of technical writing
- Provide project staffing and technical mentoring
Minimum Qualifications - All levels:
- Bachelor's degree in Project Management, Engineering, or another relevant field
- Experience can be substituted for education on a 1:1 basis
- Experience performing as a Project Manager or Superintendent on construction projects specifically, heavy civil and building renovations
- Valid Driver's License with good driving record to qualify driving a company vehicle
- Experience with Federal and State contracting
- Ability to pass background checks by various Federal Agencies (e.g., DOD, DHS, FAA, etc.) to obtain security access badges
- Thorough understanding of corporate and industry practices, processes, standards, etc. and their impact on project activities
- Strong knowledge of heavy civil construction, estimating materials, processes, and equipment
- Strong knowledge of Microsoft Office Suite including Outlook, Word, Excel, Power Point, Microsoft Project, and Bluebeam
Level - I
- One (1) to Three (3) years of project or task management experience on heavy civil and building construction and renovation type projects, specialized training and/or college degree such as BS in Project/Construction Management or Engineering may be substituted for work experience
Level - II
- Three (3) to Five (5) years of project management experience on heavy civil and building construction and renovation type projects, specialized training and/or college degree such as BS in Project/Construction Management or Engineering may be substituted for work experience
Level - Sr
- Five (5) to Seven (7) years of project management experience on heavy civil and building construction and renovation type projects, specialized training and/or college degree such as BS in Project/Construction Management or Engineering may be substituted for work experience
Preferred Qualifications:
- Proficiency in Microsoft Project and or Primavera scheduling software
- Professional license including Professional Geologist, Professional Engineer, Construction Management Certification or PMP
- USACE EM 385-1-1 H&S Training
- USACE CQM Training

Working Environment:
- Generally, indoors. While outdoors may be subject to construction site conditions, confined spaces, changes in temperature, weather conditions and noise levels.
Physical Demands (including but not limited to):
- Frequent sitting for prolonged periods of time, using hands/fingers requiring dexterity and coordination to handle files and single pieces of paper, reaching with hands and arms for items above and below desk level, talking, hearing, and seeing (up close, at a distance, along the periphery, with depth perception, and the ability to adjust focus); walking from place to place.
- While in the field reaching with hands and arms for items above and below sight level, talking, hearing, and seeing (up close, at a distance, along the periphery, with depth, color perception, and the ability to adjust focus); walking from place to place within the project location with occasional use of stairs and no elevator available; bending, pushing, pulling, and standing for up to 12 hours. Frequent lifting of up to 50 pounds such as small electrical components, equipment, and other materials
- Work requires computer usage with strength, dexterity, coordination, and visual acuity to use keyboard and video display terminal and other office equipment.
- Moderate travel required to shareholder communities, subsidiary offices and other project locations as needed.
