Job Summary
Responsible for managing the daily activities of the Government & Regulatory Affairs department for the assigned geographic area, assisting with local regulatory, franchising and public policy matters and implementing legislative strategies and monitoring legislation.
Job Description

Core Responsibilities
  • Executes on strategies by Government Affairs team for state, local, and other public policy agencies to create opportunities for market expansion and specifically subsidized rural broadband deployment and in state government\\contracts\FPs.
  • Executes on strategies by Government Affairs team to remove, limit or avoid statutory, regulatory or competitive barriers that hinder company efforts to deliver the best customer experience through network enhancements, launch of new products and services, and market expansion.
  • Collaborates with divisional Government Affairs/Communications and/or Community Impact to support business growth and key initiatives.
  • Continually evaluates competitive market conditions with goal of ensuring competitive neutrality. Support Marketing\\Sales with competitive issues in MDUs access, advertising and plant damage.
  • Where applicable, manages franchise renewal and transfer efforts for assigned franchises consistent with the strategies and policies for the market area. Prepares franchise renewal applications and supporting data for renewal negotiations and assists in preparation of renewal strategy. Participates in franchise renewal negotiations with municipalities and/or their consultants.
  • Supports the government relations and public policy strategy as developed for the market.
  • Identifies important municipal issues of significance to the company.Develops and maintains relationships with government representatives and regulators at the federal, state and local level.
  • Assists in drafting, analyzing and/or presenting legislation, amendments and testimony as necessary.
  • Oversees franchise-required terms and conditions with Local Franchise Authorities (LFA).
  • Reviews, interprets and communicates meanings of the terms and conditions of franchises, franchise-related agreements and other contracts for implementation to ensure compliance with legal and regulatory standards.
  • Oversees programming related to corporate initiatives and community affairs activities.
  • Consistent exercise of independent judgment and discretion in matters of significance.
  • Regular, consistent and punctual attendance. Must be able to work nights and weekends, variable schedule(s) and overtime as necessary.
  • Other duties and responsibilities as assigned.


Qualifications
Minimum
  • 5-7 or more years of experience required in related field (i.e., law, public policy, lobbying, advocacy, etc.)
  • Experience working at the local level or at the state capitols and state agencies on lobbying efforts required
  • Demonstrated flexibility and creativity in problem solving, particularly in negotiations with government officials and agencies
  • Experience working with all levels of the organization, particularly mid- and senior-level executives
  • Strong written and verbal skills, ability to adapt communication to different target audiences
  • Excellent interpersonal, leadership, presentation and collaborative skills to work effectively with leadership and teams across the organization
  • Requires high level of discretion and confidentiality; ability to deal with ambiguity and influencing without direct authority
  • Experience in strategy, planning and delivery of internal and external campaigns
  • Strong ability to execute and manage projects and details
  • Must be able to work in a fast-paced environment and exhibit professionalism under pressure
  • Strong influencing and problem-solving skills
  • Excellent proficiency with MS Office (i.e. excel, PowerPoint, word, etc.)


Preferred
  • BS/BA degree in related discipline strongly desired (i.e. Political Science, Public Policy, Law etc.)
  • Experience working in an elected office, advocacy, or within public policy, strongly preferred
  • Knowledge of, and experience working with federal, state, local cable, broadband and telecommunications issues preferred, particularly working with local, state and/or federal regulators on telecommunications or cable issues
